i saved a copy of Photoshop on a hard drive and when I try to open on my new laptop I get the message that It cannot open due to missing or incoreect personalization data

as music2myear1 implied and expanded upon - you cannot simply copy an application from computer to computer or move to another harddrive within the same computer.  Even if you installed to an external harddrive and then moved that external harddrive to another computer, it will not work.

Windows does not behave as expected due to the modular programming nature of Windows and other applications.  You must use the installer program from the software manufacturer to reinstall the software.
