"Update DesktopExperience of package DesktopExperience failed to be turned on. Status: 0x80071a90

I have Windows Server 2008 R2 Enterprise running latest updates but when I install Desktop Experience it fails. In the event log it says "Update DesktopExperience of package DesktopExperience failed to be turned on. Status: 0x80071a90." I have tried googling but found nothing on it. Is there anyway I can fix it?
