Does it sit at the Press CTRL-E within 5 seconds prompt, or at the CTRL-D prompt?  If the CTRL-E, then it is trying to boot but cannot.  What happened leading up to this ... power event, update, unexpected shutdown?  If at the CTRL-E prompt, it is likely trying to boot to Windows and cannot.  Check in CTRL-R or CTRL-M to make sure your array is recognized and not degraded, then you may need to boot to your Windows CD, to Recovery Console - make sure Windows is recognized, then attempt to repair.
