Brand new Dell - nasty flicker

I got a brand new Dell Optiplex 780 with 24" screen.  The screen has a nasty flicker.  Especially when moving open windows around.  
I swapped the screen and the same thing continues.  

Would that be a video graphic card?  I don't have another one to swap.  It's a dual HDMI via DVI doungle.
ATI Radeo HD 3470.

Yes, Sounds like the video card. Try updating the drivers, and if that does not work, return it to dell.
