to do so you can use the Microsoft .NET Framework 2.0 Configuration tool in the Control Panel -> Administrative tools.

If it is not there then this is a bug described here:
http://connect.microsoft.com/VisualStudio/feedback/details/98323/net-framework-configuration-tools-are-missing
