Cannot Download Windows 7 "Performance" Troubleshoot Pack

Hello,
I was checking out some of the Windows 7 SDK items, and came across the note that some of the Troubleshooting Packs are either built into Windows 7 or available for download.

So I went to Control Panel > Troubleshooting > Check for Performance Issues. When I click Next, I get the message:

"Do you want to try downloading the troubleshooter again?"
"The troubleshooter did not download properly. Make sure you are connected to the Internet before you try again."

I was connected through a company proxy, but I eliminated this by also trying the download via a proxyless direct internet connection - same error as above.

Furthermore I went to Troubleshooting > View All > and I see the "Performance" troubleshooting pack should be available online. But again, I cannot download it.

Anyone else able to download this pack?

The Performance Troubleshooter is not a program you download.  It runs from Microsoft's servers.  If it is not running, you are probably behind a firewall that prevents communication on those ports.

alternatively, you can check the applicaiton or other places to figure out what's going on. If you are farmilar with Network Monitor, you can collect a tracing to tackle down the issue.

So, just to verify, you can download this?
As mentioned, I tried with an open internet connection (i.e. no local Windows or hardware firewall) and it still failed.

Step 1:-
Try accessing"fix problems with Windows Update" and "Check for Performance issues" from the below locations:
1. Click on Start and then click on Computer.
2. Try running fix problems with Windows Update from the below location:
3. C: \Windows \Diagnostics\System\Windows update\Diagpackage.diagpkg
4. Double click on Diagpackage.diagpkg to run fix problems with Windows Update.
