I suppose, you have an empty button on which you add text and save it as a new image.

Text comes in another layer (you can see it by opening Layer dialog, ctrl+L) and you can move the text with Move tool (shortcut is M, if you need it). The only problem is how to move the text exactly to the right place.

I would make an empty buttons with guides and save it so, that guides remain in picture. You can achieve it if you save button as XCF file (e.g. button.xcf). In GIMP manual is explained how to define guides.

When you create your button you have to have option View > Snap to guides on. So your text will always align with the same lines. When you save your button, guides will not be visible.

Yes - this is a tool with an "A" on the button. Or you can go through menu: Tools > Text.
