Ok here is a weird one.

I can't find info on this error anywhere I have looked.

The sender claims he can can send attachments to the address, but we have received attachments from him as recent as Friday. He received this message tonight on a NDR

What I think it means is that a recipient SMTP server could not be found to handshake the request with.  This could either be because there is no connection, too much traffic, or maybe your broadband provider has suspended port 25 outgoing due to spam emanating from the outgoing IP.
