What you're asking to create is called assymetrical or mirrored margins on facing pages.
Select the View menu > Master page command
On the Format Publication pane choose paper size and click Change Paper Size
Click the advanced button
Choose the page width and height (8.5x11?)
Change the Layout Type to Multiple Pages Per Sheet
Set your margin guides as needed (assumes right facing page, mirrors left facing page).
Under options, zero out Side Margin/Top Margin, Click OK button 2x and close master page view
