Is there a patch that will allow me to have Windows Server 2008 server run KMS to activate Windows 7 clients. I'm trying to avoid the work of downloading and setting up a server running Windows Server 2008 R2. All my servers are just Server 2008.

Here is the update you need.  Download the appropriate one.

http://support.microsoft.com/kb/968912/en-us?p=1

You'll need to install a Server 2008R2 key on your KMS host and activate it after installing that update.

After that, you should not have to use your KMS key again.  Win 7 will automatically attempt to activate against a KMS if you provide no key during installation.

Keep in mind that if you decide later on that you want to activate Office 2010 using KMS, activation using Server 2008 is not supported.
