What program will open a .pza file useing Win7?

The  .pza file was created useing MGI Photosuite 4, a nonsupported obsolete program.

When I try to use this program in Win7 it will not open and instead opens the control panel.

The file type was assigned to MGISoft which was acquired by Roxio in 2001.  http://www.roxio.com/enu/company/press/releases/2001/roxio_to_acquire_mgi_software.html

The product that used this file extension was MGI PhotoSuite II/III/4

Roxio has a page that instructs how to use pza files

But I cannot determine from their product descriptions if they offer any products that still support this file type.

If you can find a copy of the old MGI Photosuite of any generation, you can open this file.
I have not been able to find any applications that can open this file type.

Though Roxio no longer offers PhotoSuite as a standalone program on their site, it is included as one of the programs on Roxio Creator 2010.  http://www.roxio.com/enu/products/creator/suite/overview.html

I have not been able to find any other graphics program that will open a pza file.
