windows 7 pro/ie8 can't load specific site

i have a windows 7 system that can't load the site: https://misim.gov.il/heshboniot2
this is a site that looks for smartcard that is connected to the machine, but it does not get to the point when it asks for the card. the site just hangs and shows nothing on the screen.
i deleted history, cookies, tempfiles etc.
i opened ie with no add-ons
i changed the computer dns to that of the isp (instead of internal server/router).

You can try opening Tools> Internet Options> Advanced> Click reset under 'Reset Internet Explorer Settings'. That may help. You can also try Tools> Manage add-ons and try disabling some add-ons (you can always re-enable to them later).

It appears DNS is not an issue if you get a blank page. If a name is not resolved, then it will say the site cannot be found. You found it, it is just not displaying correctly.

Have you (or can you) try an alternate browser for testing such as FireFox, Chrome, Opera, etc...

Try www. in front of that address and make sure you accept the certificate if it prompts you.

You can try to open the site in Compatability Mode by browsing to Tools | Compatabilty view

i created a new windows profile, and the site came up ok in the new profile.
now i can't find what is the problem with the other profile...

well, i tried resetting to default setting from the first time, but it helped only after trying it again after no other proposed solution wirked
