Install the Exchange Calendar Update Configuration Tool from here: http://support.microsoft.com/kb/941018
Go to the control panel, and using Add/Remove programs (found in Programs and Features in Windows Vista) and remove the Time Zone Data Update Engine for Microsoft Office Outlook.
Install the Time Zone Data Update Tool for Microsoft Office Outlook V3.0 - redist package http://www.microsoft.com/downloads/details.aspx?FamilyID=ee0af8fd-bbb7-44de-be4d-f33cb1b59563&DisplayLang=en - This download contains the following file: OutlookTimeZoneMoveLibRedist.exe
Rebase as appropriate
