URL Field missing from "disable changing home page settings" GPO

I have a 2003 Domain that is missing the Home Page Field, on the disable changing home page GPO object. I have re-registered all of the GPO Dll's but still the field is missing. Any help is appreciated!

Try to replace inetres.adm in Group Policy with latest IE Version.
