APC PDU Power On Delay

I'm not getting a clear answer from tech support at apc.  I have a few models of apc pdu's.  All configure the same.  I want a "startup sequence" for connected loads, since I'm teetering on amps, and they all use more amps on startup.  If I set the Power On delay on each outlet, is that setting only used when you initiate a power cycle on the outlet, or does the delay also apply to a cold start of the UPS?  Also the coldstart delay setting is unclear, as it says the configured time is added to the Power On delay of each outlet, but yet says it does not apply if the outlet is already on.  How can the outlet already be on if you are doing a cold start and applying power to the pdu?  I have production loads running so I can't really toy with testing it right now.

As far as the Power On delay setting for each outlet, it does apply during a cold start.  I finally found a non production 8 port pdu and tested the settings from a cold boot.  The power on delay on each outlet was applied.
