What does this error mean re: Genuine Validation tool install in WinXP?

0x8024200E -2145116146 WU_E_UH_NOTIFYFAILURE The attempted operation was not allowed.

I was running Microsoft Update in order to make sure all of the prereqs for installation of MS Streets & Trips are present on a user's  laptop, and I ran into this error code when MS Update tried to install the Genuine Validation tool on this laptop. Any idea what this message means and how I can work through the issue to complete the updates?

Microsofts definition of this error: The update handler failed to send notification of the status of the install (uninstall) operation.

Have you tried rerunning windows updates after a reboot?
