I am running google calendar sync on a windows xp pro SP3 workstation.  I am trying to perform a one way sync from Outlook 2003 to my google calendar.  Each time it runs i receive the following error:

Could not initialize google calendar sync add-in for microsoft outlook: code 1011.

I already tried uninstalling and re-installing...no luck

Click on Help in the Outlook menu (the rightmost option), then click the Disabled Items... from that menu list and you should be able to check Calendar Sync.

This shows you exactly where it's located: http://roqu3.com/how-to-enable-disabled-outlook-addins-the-easy-way/
