Reply\Forward Arrows within Outlook 2003/2007

The reply\forward arrows show intermittently within 2003/2007 Outlook clients emails for many users on Exchange 2003, SP2 platform.  Tried many fixes outlook switches, Outlook repair/diagnostics, reset icons.  Nothing so far has worked.  Any additional ideas?

Reinstall the Outlook of the clients

Just rolled out Outlook 2007 to some of these users in the past weeks and this problem was happening before with some of the same users running Outlook 2003.
