Add dos .exe to java application

Can I hand someone a .jar file that has a dos .exe ('7z.exe' in this case) wrapped inside it so I do not have to reqire my user to have this .exe installed and in their path?

Yes, you can pack any type of file in a JAR file. But you cannot run them just from that JAR file. You need to extract this file first to [a temporary] location.

Another way is to extract and place in the users PATH or have the user place the exe in their PATH.  Anyways I am useing java.util.zip it is pain for I have to specify ZipRoots but it work.
