Running IEAK 8 on network with no internet connection

I have built a secure isolated network which is used for storing sensitive documentation classified as SECRET. Because of this the network has no company intranet or internet access i.e. it is totally stand-alone.

It utilises Sunray thin clients and users access their Windows desktop via Citrix and need to use IE to access a local web enabled Document Management System.

I need to package IE 8 to configure and secure the IE installation for the users but when I run the IEAK wizard it says it must run AVS at least once.

As I have no internet connection on this network this is impossible so how can I run IEAK 8 to create my IE packages when I have no internet access?

Run IEAK using a Laptop that you can get to the Internet with.  After the package is built the Internet is no longer needed and the package can be moved of copied to its permanent location in the Stand-Alone system.  It could even be burned to a CD or DVD and just take the Disk into the Stand-Alone  system instead of connecting the laptop into it.
