How can I connect my legacy paging system to my Cisco phone system?

Within the last year we installed a Cisco phone system (CUCM 7.X, Unified Messaging) and we have an old paging system (amplifier and speakers) that we want to connect up to the Cisco phone system.  Our vendor configured a port on our VGA224 to do the paging.  When we connect the paging unit up to this port, you can hear a dial tone over the buildings speakers.  Is it possible to have this extension sit quiet until someone calls it?  Does this extension need to be assigned to a phone? We are looking into 3rd party solutions but that will be down the road a ways.   Any guidance would be appreciated.  Thanks.

VG224 provides FXS ports, but you need analog E&M ports to interface with standard audio equipment.

How can I tell if what I have in my router are E&M ports?  When I do a show inventory I only have 4 FXS ports which you say won't work.  Is there a way to integrate it with my VGA224?
Hi, VGA224 does not provide E&M ports. You need a VIC-2E/M or VIC2-2E/M and a 17xx/26xx/36xx/37xx/28xx/38xx router. Please refer to the following page for supported platforms and IOS releases.

I know I don't have one of those cards in my 2811 router so it sounds like I'm SOL with what I currently have.  BUMMER!!
