Cheap enctypted email solution wanted

I'm trying to find an encrypted email solution that DOESN'T require PGP desktop software or Outlook add-ins for encryption and decryption.

Preferrably being able to send and recieve from cell phones even if just web-based reader.

Even a function like most banks have where you login to a message center on a website to read your secure messages and only get an unecrypted email prompting you that  you have a new message.

I've found some services that do something similar to the "web based" and "cell phone" useable but they're like $10 per month per user or something which I'm trying to avoid if at all possible :)
