2002 Cavalier catalytic converter

Can I remove my catalytic converter? It is clogged and my car doesn't want to go up hills very well. 2002 Cavalier.

A) You don't need to remove it. You can simply remove the contents from inside it and you will be just fine.

B) No, the check engine light will come on and you would be violating a federal emission law.

C) None of these are correct.

D) Sure, as long as you live in a state without emission testing there should be no problem doing so. Your car will just run like it was supposed to in the first place.

I'm pretty sure the correct answer is B -- the car is newer than 1995.  I think most of the emission laws I've come across have been state laws, but believe the EPA has been involved in setting standards.  (Although doing a little looking around, I guess it would be in violation of Federal law -- http://www.catalyticconverter.org/law/index.htm)
