How to promote a secondary SMTP email address for only some users in exchange 2010. If user has two attached email address a@abc.com and a@efg.com and the abc.com is primary, how do I make the efg.com the primary for only some users?

you need to disable the email address policy from applying to their account and switch
for only a few users you can do this from the console

see image
remove the checkbox first, then you can change the primary by using the Set as Reply button
