Internal mail only for selected users exchange 2010

How can I create the TR on selected users to block the external email like hotmail or any out of the company  domain . our inventory and warehouse people need access to only our office branch network . eg abc.com only.
I have receive couple of solution but it doesn’t  show me  the direct answer . can you give me the transport rule to set in exchange 2010. I have done the signature and working fine
