Does it have a Broadcom network card? Is it server 2003 or SBS 2003?  SOunds like TCP Offload Engine issues which I have seen many times, but particularly on SBS servers and _almost_ exclusively with Broadcom cards.

You will quickly find lots of information about this but have a look here http://exchangemaster.wordpress.com/2010/05/12/disable-toe-and-rss/ and have a look at my quick reference notes:

LAN adapter properties:
Disable all offload and receive side scaling options, esp. Broadcom adapters

REGISTRY RSS/OFFLOAD DISABLE
1.      Click Start, click Run, type regedit, and then click OK.
2.      Locate the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
3.      Right-click EnableTCPChimney, and then click Modify.
4.      In the Value data box, type 0, and then click OK.
5.      Right-click EnableRSS, and then click Modify.
6.      In the Value data box, type 0, and then click OK.
7.      Right-click EnableTCPA, and then click Modify.
8.      In the Value data box, type 0, and then click OK.
9.      Exit Registry Editor, and then restart the computer.

Run commands:
“netsh interface tcp set global rss=disabled”
“netsh interface tcp set global autotuning=disabled”
“netsh interface tcp set global chimney=disabled”
