Exchange 2010 user mailbox access as a administrator

In free BSD we used to access user individual mail boxes. Sometimes our remote users are experiencing  mail duplicate due to slow link . we manage to delete big emails  as a solution . In exchange 2010 we have more flexibility on this issue.
But I want to know is there any way we can access the exchange in web interface / mangemet console  and access mail boxes if required

not that  way . with the administrator login to open the mailbox of any user .

The best way to do it is to create a special account for that purpose, then on each of your user's mailbox, open the "Manage full access permission" tab and grant the user account you created access. That is it. In order to open the mailbox of a user in OWA, write  https://www.mailserver.com/owa/user@email.com
when it asks for login and password, use the account you created.
