Panasonic D1232 PBX extension programming problem, can you help me?

Hi,

We have a Panasonic D1232 PBX which I would like to swap the extension numbers for various ports.

To confirm, I am entering programming mode '003'
Hitting 'NEXT to chose the 'Jack NO'
Identifying the correct jack with the extension I would like to change.
Pressing CLR to clear the number, but at this point I am unable to store a new extension number.
FYI the extension I am trying to assign has already been given to another jack - so I have tried clearing both before assigning the new extension numbers.
For example, currently
04-1 is ext 217
06-1 is ext 213
I would like to swap both these numbers around.
Whenever I hit STORE (redial button) I get 3 beeps, which I think is the error tone.

What am I doing wrong?

Not sure if this helps, as we are installing our Panasonic in 2 weeks.
But attached is an installation manual.

You get the points as nobody else replied - in the end I realised that I had to assign extensions to unused numbers so that the numbers I wished to use were both free and unused before attempting to swap them.
