SBS2003 to SBS2008 Migration without exchange installed on SBS2003

I have a customer with a very old SBS2003 server. they now have a new server ready to put SBS2008 on it(in migration mode). My co-worker and I have gone through a bunch of steps to get good full and system state backups on the old server. We now have run the migration tool and it is giving us an error about the exchange service pack version is not up to date. The only thing is that exchange is not installed. we started up the new server and prepped it for SBS2008 in migration mode and it also is complaining about our SBS2003 servers exchange version. is there a way for the migration to completely skip the exchange portion? The only thing i can see as a final option is to install exchange on the SBS2003. that is something that will be very daring as available HDD space is scarce (down to 2GB on C, 7GB on D) and stability come into play.

You cant have it skip the Exchange install as it is part of the migration, you will need to install it on to the server before you migrate.

The Expert answered the question but didn't really elaborate on anything.
