need permission error when moving .mdb from xp to w7

New PC has Windows 7.  I've been migrating files from my old XP to W7 without much issue except for my MS databases. I am constantly getting "You need permissionto perform this action.  You require permissionfrom computer's administrator to make changes to this file".

I am the administrator.  I've read several posting on this site about disabling UAC in RegEdit, which I have done, but the darn message keeps appearing.

Where do I go from here.
