Is VS2008 SP1 applied? If not do it and try again.
Is this a document or add-in project?
Have you tested that your app in you developer PC? Does it work?

"4. This publication created an installer, run it on 32 bit machines and the installer did not work because the framework is already installed."
This  is bad, I would say that there is an issue in your project or your VS2008. Just create an empty excel  project (hello world) and publish it. If this simple project works then you have an implementation issue in your project, else VS2008 is not isnatalled properly and you need to reinstall it. (Just remember that there are 32 and 64 bit installers but VSTO is a 32 bit applications - because of Office COM implementation)

This is an Excel 2007 Workbook Solution in Visual Studio 2008 (Visual C # Office 2007 - Excel 2007 Workbook).
I used this url
http://msdn.microsoft.com/en-us/library/dd819156(office.12).aspx
I created my own web services.

I will review the VS2008 SP1. I have developed in 64 bits,
1. Is there any way to create the solution for 32 bit?
February. I can use the application that I made without using an installer?
