When a user tries to open and edit a document from the SharePoints 2003 site  he gets an error

I have a user that is trying to edit an excel 2000 document from the Share points 2003 website. When he edits the document it prompts his a required windows Share points service compatible application and Microsoft Explorer 5.0 or great. He is running IE 8.0 and his system is fully updated with the latest MS updates released last week.
