on Visual Web Developer 2008 express edition - the publish option is missing

Under BUILD - the Publish option is missing.  

The only way I move the website to the server is to copy it.  How can I have the publish button? under build appear?  thanks

VWD Express does not have the Publish Website Tool. To publish your website in VWD you would use Copy Web Site under 'Website' in the main menu

VWD express 2008 does publish for all of my applications.
However, in one of the application I copied from somewhere else and the Publish button do not appear.   I do not know what to do to make the option appear.
