Connect to Outlook not available in all sharepoint sites

I am using sharepoint 3.0, Outlook 2010, and IE8.  On certain sites in the actions tab i see "Connect to Outlook" but in other sites I do not see this option.  They are all in the same sharepoint environment.  Wondering if there is a setting within the sharepoint site that i need to turn on in order to see this option.

what type of sites are they?

publishing\team\meeting etc

I'm guessing some of them don't have the ability to do this based on past experience with other functionality.

How can i tell what type of site it is after it has been built?
