About quantity of files sent by FTP

HI

We have a VPS Windows 2003 Server Enterprise Edition using Plesk 8.4, we have noticed that each time that any of the hosting administrators sends information by FTP and if this information seems to be alot of files and directories, the FTP goes "locked", and there is no way of read, upload or download any file or directory, unless we use the "unlocker" utility directly in the server, which kills any process blocking the folder.

Is there any way to fix this ?
