Is this a bad sector on HDD?

I bought this samsung 1tb hard drive like 4days ago and I think there is a bad sector.

The problem I've seen so far with my computer is:

1) Sometimes windows does not load.
2) When I want to download a file, can not save the file to a specific directory.

Also I've used full chkdsk utility but it didn't fix it.

Please see the image below.
Is this a bad sector and should I change the HDD to other one?

yeah its looks like you have bed sector on your hdd try this util from samsung to check your disk
http://www.samsung.com/global/business/hdd/support/utilities/Support_HUTIL.html

sagiamar// thanks for the comment. I've tried using the tool which you have linked but it doesn't work. Or I did the wrong way. can you please tell me how to use that tool?

Sorry I'v never use this tool on samsung drives. But I can recommended for universal tool that I like very mutch calld HDDRegenerator very easy to use if you need any question about I can help.
