How are you specifying the recurrence type?

See this reference:
http://msdn.microsoft.com/en-us/library/microsoft.office.interop.outlook.recurrencepattern.aspx

Note that it should be: Outlook.OlRecurrenceType.olRecursYearly

If you follow the links through, there is an example of creating a recurring task and yearly is actually what is shown: http://msdn.microsoft.com/en-us/library/bb623455.aspx

If you are doing it this way, already, please post the pertinent snippet of code so we can see if we spot the issue.
