I'm looking for a way to get my MS Communicator to see contacts that are not in my main Outlook contacts list but are in a shared contacts list that resides in an Exchange Public Folder. Is this possible or is there a work around that with a local copy of the shared contacts?

As far as I know, Communicator can only, by default, view the main outlook contacts. Else, if the shared contacts are OCS federation clients as well, then you can drag and drop them from outlook into communicator client.

Are there any import functions for Communicator as there are in Outlook?

Nope, you'll have to enter one by one manually or can drag and drop from outlook.
