Need to Access the Webcam remotely

Hi Experts.

I need to access the webcam remotely .The web cam is  attached to the another computer . I need to access the webcam without taking over the other PC screen. in fact, I like to able to access the web cam image from web.

Can anyone help me? how can i set up? Which Webcam model supports that kinds of stuff?

If they are on a local LAN we can use the free VLC player to stream and view.
