Monitoring live bandwidth usage in ISA

Hello experts,

We have an ISA 2006 behind a 512kbps internet gateway.

When using speedtest.net from a computer behind ISA to check internet speed, I am getting very long latency (about 1000ms) and very low bandwidth (about 100kbps DL and 20kbps UL).

For testing, I have disabled all access rules is ISA server except one allowing one PC, then made speedtest.net, I got latency 22ms only and speed about 420kbps.

After enabling other access rules again, internet speed stayed good, but going down by time.

My question:

How to know why internet is getting slow? Is there any real time tool to monitor what's happening in the bandwidth?

Have a look here and see if the issue is outside of the ISA application itself.

GFI Webmonitor and bandwidth splitter are good add-ons but each is a separate purchase.
