Exchange 2007 allow address

We use exchange 2007 an I have been tweaking the spam filter but I have an email address that is getting quarantined.  I went into the content filtering properties and put that email address in but it still gets quarantined.  Can't seem where I need to put this address so that the user on our side get emails from him.

run this from exchange shell

set-contentfilterconfig -BypassedSenders user@domain.com
