Using Hunt Groups in CallManager 4.1.3

I have Hunt Groups set up in CallManager 4.1.3, however, when callers are routed through the extension number contained withing the group, if the call is not answered, one of a couple things happen...1. The caller received a fast busy, 2. The caller reached Unity Connection voice mail, but the system does not recognize the number that was passed, so the call never receives a personal greeting. This occurs on outside calls, if the calls are dialed directly from an inside caller, they complete fine to voice mail. How can I correct this?
