Project Guidence, Mysql/php web ready Repair log database with Android ready interface

The project spec is to develop a Web call logging system to track and trace call out engineer Repairs of Domestic appliances, washing machines, vaccum cleaners...

I really need guidance on whether there are out the box solutions or do i need a coder to develop from scratch, and is mysql/php the way to go?

Brief:
Obviously engineer and admin logins needed
Job logging/Item logging
Stock logging
Engineer Job tracking
Payment method logging
Track and Trace Facility by engineer, time, job etc etc

Also the database can be accessed by Android ready mobile phones so that each engineer can check new jobs and log existing job status and records.

Is this a good idea? Do i need to worry about the Android part, are there any cost effective alternatives?

The aim is to streamline the repair logging system to help track items and jobs and improve efficiency

Any help appreciated

Costs a lot in licensing but is feature packed

They have a free solution to get you started.  That would give you an idea if you want to use something like that or if a custom solution would be preferred.  You may also want to look at something like QuickBooks.  They have a professional services edition that may track what you want to do.

Development of a custom app would probably be the most expensive unless you are the developer.
