Cannot Open Java Control Panel

I am having problems opening Java control panel. I tried Update 17, 19, 21 and only the window frame of the control panel appears. I've run Malwarebytes, Super-antyspyware and removed all spyware and Trojans.

Does anyone have any suggestions on what else I can try?

The Java Control Panel looks like that. I tried disabling anti-aliasing but the problem did not go away.
