Prism3D is the graphics engine that SCS use to render the Wheels of Steel game.  It's getting quite old now and has trouble dealing with some modern hardware and software combinations.
It needs your graphics drivers to support OpenGL
Generic Microsoft drivers don't usually do this and you should install the latest graphics drivers for your system from the manufacturer.
Also depends if this is the paid for download from SCS or their demo as you can't patch the demo.  There are at least half a dozen different games under the 18WoS title - the patches for each can be downloaded from here
After that really need details of:
- which version of  the18WoS game this is?
- where it was downloaded from?
- what version it is patched to?
- which verson of Windows you are trying to run it on?
