Risk Assessment Chart using ASP.NET

Has anyone created a Risk Assessment Chart using ASP.Net?  I have been trying to do this but haven't been successful.  Can it be done inwith MS Chart?
Here is a close example of what I am trying to do:

Where do you want to display it?  if it's static then you don't need .Net, just html/css will be more than enough to create that.

The data will be entered into an SQL Database and then displayed on the chart.  The use will be able to modify the risks so the data isn't static.

You could defiantly do that with .Net - you would have a css file with all the styles/colours.  An aspx form (with code-behind file) that for each row, pulls in the dynamic data and wraps it in the correct html.  Depends where you're displaying it to on how you'll set this up but 100% doable - it's basically how you code any dynamic-page website.

So I wouldn't use a chart to do this?  How would I plot my data on the chart? What if the data is changed by the user via another form/page?  I'm not used to doing all the code for the webpage using HTML.  I have been draggiing and dropping controls and using them with some code behind to move my dynamic data to the control.  I have a gridview with the data and than a Datapoint chart to display the data.  Each datapoint has a label that can be clicked on to display further information about a risk.  Can this all be done with css and wrapped with HTML?

I made the chart a fixed size and added a background image.
