Trying to install additional Terminal Services Licenses

We just purchased 5 additional licenses for the Terminal Server running on Windows 2003 R2 DC. Everything is running okay, but when I go into the Licensing server the Install licenses is greyed out and if I click on Activate I get the following error. Posted below it is the error from the event log.
