I.E 7 not displaying .GIF picture on website

I have a group of users who use Salesforce as their CRM/Order Entry tool. Some of them see the .GIF image on the home screen while others don't. I have cleaned the temp files in I.E., made sure "Show Pictures is checked", changed the security settings to Default and allowed scripts to run. All to no avail. I'm at a loss to find any difference between the machine settings. I have logged in on my own machine as an admin and used I.E. 7, 8, 8 in compatibility mode, and Chrome and I'm still unable to see the GIF. I'm hoping someone has an answer.

Please ignore the Windows 2000 tag, that was a mistake. OS > Windows XP SP 3, I.E. 7

One suggestion is to try the " open with" feature on a GIF file on your computer, and choose Internet Explorer and choose as the default.

Tried that with no success. I'm including the properties of the picture in question

Just a thought, could popup blocking prevent it?

Any info in eventvwr.msc?
