sharing contacts in exchange server 2010

Hi, i am stuck in the finding the process to setting up shared contacts in outlook using exchange.

What i need to happen is to share a users contacts with everyone else and then allow them to send emails to people in that contact list, also allowing the option when they click the TO button in new email it can display the shared contact. i think its simular to global address list but im not sure.

All computers are connected to exchange server 2010.

If someone could help me i would be much appreciative.

Thank you for the response, i am in the process of trying it without the distribution list and am going for the second option. When i right click on public folders i get an insufficiant access error. I have exchange server 2010, i have created a new public database, then created a new public folder in that database but i cannot find anywhere to change the permissions, i have read a few post from google saying to right mouse click and go to security but i must be looking in the wrong spot because i dont have a security tab, also i am using admin account to setup
I figured out the security issue, the easiest way for me to do it was to log into outlook as the administrator and assign the appropriate settings. All clients now have access to the shared contacts list but one more issue.

I dont seem to be able to export a user contacts and import them into the shared contacts,

the client has spent weeks populating this contacts list for all users and will be very disapointed if it cannot be imported. Any help will be much appreciated.
