Today to connect to a VPN on my Windows 7 workstation I have to:
-Open the control Panel
-Click Network and Internet
-Click Connect to Internet
-Click VPN Connection / Connect which opens the form attached

How would I set the properties of a Desktop icon to open this same form?

In Network and Sharing Center; click "Change adapter settings" on the left. From there you can create a VPN shortcut on your desktop.
